Clothing and footwear in SENT system from 17.03.2026

09/03/2026

On March 17, the transport of clothing and textile products will be covered by the SENT transport monitoring system. This means new obligations for companies carrying out international and domestic transport related to this group of goods.

Due to the changes, transport, trade, and distribution companies will need to adapt their procedures, ensure proper registration in the PUESC system, and prepare for new documentation requirements.

The new SENT obligations will cover, among others, the transport of:

  • clothing and clothing accessories from CN chapters 61 and 62 (over 10 kg),
  • used clothing and second-hand items (CN 6309 00 00) over 10 kg,
  • footwear (CN 64, excluding footwear components) when the number of items in the shipment exceeds 20,
  • products from the above categories if their total gross weight exceeds 10 kg.

DEPENDING ON THE TYPE OF TRANSPORT, THE RESPONSIBILITIES WILL BE AS FOLLOWS:

  • Transport from the EU to Poland (import/purchase): the SENT notification must be completed by the receiving entity in Poland before the transport crosses the border. The driver must have a reference number and ensure GPS data is transmitted. After delivery, the notification must be closed in the system.
  • Transport from Poland to the EU (export/shipment): the SENT notification is completed by the sending entity in Poland before the transport begins. The system automatically closes the notification after leaving the country based on GPS data or a KAS check.
  • Domestic transport in Poland: the sending entity will submit the notification, while the receiving

To properly process notifications, companies must have an active PUESC account with access to SENT and appoint a representative with the appropriate authorizations. Due to these new responsibilities, many companies are choosing external support for handling notifications in the PUESC system.

Failure to report or errors in the system may result in financial penalties, detention of goods, and liability for the shipper, recipient, or carrier.

As part of our services, we offer operational support for SENT, including:

  • Registration of SENT_100 reports and monitoring their status.
  • Forwarding reference numbers directly to carriers/drivers.
  • Closing reports based on receipt confirmations (warehouse/CMR)
